Govt Sends A Message To County Workers On Delayed Salaries

National Treasury Cabinet Secretary John Mbadi has assured county governments that all pending arrears owed to them have been cleared up to August 2025, with enough allocations disbursed to cover salaries for county staff.

Speaking on Wednesday, September 24, during a brief interview on Ramogi FM, Mbadi dismissed claims of delayed payments to counties, noting that Treasury had already released adequate resources.

“If money had not been released to counties, then you would have noticed that all the counties would not have been able to pay their workers’ salaries,” the CS explained. “If you do your research, you will realise that there are counties that have already paid up to August salaries. We had already cleared all the pending arrears, and we recently released capitation for July and August.”

According to a public disclosure in the Kenya Gazette dated Friday, September 19, the Treasury disbursed Ksh32.93 billion to devolved units in August. Mbadi emphasized that the only outstanding allocation was for September, which he pledged would be released before the end of the month.

The CS further attributed the perception of delays to counties that had failed to submit their budgets on time, saying the Treasury could only act once the necessary approvals were in place.

Mbadi’s remarks come amid mounting concerns from some county officials over delayed disbursements, which they said threatened service delivery and payment of staff salaries. His assurance is expected to ease growing anxiety among county workers and governors who have recently raised the alarm over cash flow challenges.
